Are mobs suppose to be on?(walls)

Since the whole tetris series for walls has been edited there has been mobs spawning in. Are they suppose to be there or what? I want to understand.

Thanks Awarrior, I just asked a mod on the server and said the map makers added them on but I don't see them anymore. I'm think mobs is a cool idea but there was an odd spawning of them in places, like two creepers in a cave together.
