What plugin does Avicus use for "Staff Tags"?

So, on my new server, I need a plugin that let's us give tags to people (different colors would be nice). Ex: Jr. Mod, Mod, Sr. Mod, etc.
Anyone know what it is?
Funky is a dev. So maybe he made it by himself?

Avicus uses it's own custom permissions plugin.
However, there are many public plugins that can do the same thing.
Group Manager, PermissionsEx, and bPermissions are just a few.
Permissions aren't easy if you're new to it, so feel free to YouTube or Google for help if you're stuck :D
