If a team has two touches, whilst the other team has 1 cap when the game ends who would win?

The team with 1 cap I assume.
Because they actually got one wool whereas the other team simply touched the wools but didn't get back at all.

Not really sure. I always thought of a touch of each wool (2 touches) = 1 cap. But I'm not certain.
