Does screen size/ resolution have an impact on one's aim?

No, but FOV does.

Yes, playing on small screen vs full & F11 always makes my aim worse and throws it off. Same with other people I know.

My PC is awful so I currently play in small screen, do you recommend I play in fullscreen with low resolution?

You could lower your render distance, turn down graphics and try fullscreen. Turning off particles can also save you a lot of lag in PvP, but can be annoying to tell when your hits register. 

Also, if you're worried about aim, turn down FoV and dpi. 

I play on 70 (Normal) FoV and 1.1k dpi and I can turn and lock on to people really well. When you turn down your FoV, players appear larger, making it easier to aim at your opponent, technically giving you a larger target to hit.
