What do you mean dude? Did you check your toggle keys, it might be messed up from F9? Maybe launch it through administrator thingy meh bob? Also, restart your computer, always works really! Then use Ccleaner to clean stuff mate!

Check your toggle keys then, it is probably changed around or run it thru admin permissions!

Are you trying to record the winner by using a randomizer because fraps does not work on web browsers.

Yeah, that is true! Maybe use this for a screen recording, it is simple and easy as http://www.screencast-o-matic.com/ That! Don't use it for game recording, only for screen recording!
