Locking doesn't remove the thread; either way people can still see the thread and know the exact answer. Just make a new forum and you can paste all the locked topics there...

You can't post if the thread is locked, hence you can't ask the questions. So they will create a new thread.
But if they have the same issue as someone else they wouldn't need to post on it. If it's a different question they can make a new thread for that specific question.
