Personally idk how to, but some of my friends have made them and they take a couple of hours.

Well, basically you just need to download the latest Bukkit or Spigot build, and then run it. You also wanna port forward on your router so that port 25565 goes to that same port on your computer. However, if you're really serious about doing one, then get a hosted one.
