Does anyone know a exact date that staff applications open i know its in January, because lately there has only been one or none staff members on-line trying to respond to all reports and us as players get fairly frustrated when reports aren't being responded to because it can also effect the game play , there I was just asking thanks.

There is no exact date, only a general area where they will open.
