Cute/goofy face. I guess people do it because they are interested in you or something or sometimes it can be used as a joke to friends i don't really have a huge idea of it

It's an emoji defined as "Cute/Goofy face", but there are probably other views on this.

The issue is that the internet gives a little broad explanation.. and i usually end up going to urban dictionary
