If it's just visual effects and doesn't give you any significant or physical advantages via combat or interface, then it's fine.
A mod that changes how animations look is fine.

I'm sure this is allowed, seeing as Refraction himself hasn't gotten banned from hypixel, and they allow less mods than avicus.

Yeah, Basically it fulfills the functions that the LabyMod have, since it is very similar I do not think that they precenten disadvantages when using it and I believe that it is allowed.
