Easy, to detect a DDoS attack, open up your command prompt, and type in netstat -a.
If you see constant arrays that look like ":*:, you are being DDoSed.  Keep in mind that just a few waves of this is normal, only if it's constant.

If you're in the middle of being attacked, find the IP that is attacking you and report it to your ISP.  For future reference, I recommend a bought VPN, such as pureVPN, which is a personal favorite of mine.  If you need any help regarding it, message me on skype @annoyingorangeman.
