ive seen a few members on something called 'build'. is this just for staff or...?

Its probably a build server. Map Developers might be able to provide you with more info

Build is a staff only build server.

I love the text when it says "making dirt houses on build" haha! yep, Nolan said it. It's a build server for staff:)
