Spawnkilling in Nexus - Allowed or not?

Ugh, one of these issues again. Is it allowed? I mean, some mods have different opinions on it, but I think it is kind of in the grey area.
not allowed, not fair and decreases other people's KD, I would give a warn, and then a tempban for a few hours if they continued if I were them >.>
