Event staff, How would you do it?

Hello people!
There are some different staff teams know in minecraft servers, one does apps, other do hand picked and you could go on like that.
But how would you organise a event staff team, You'd have to think about the following things:
- Ranks
- Communication
- Roles
- Policies
There are of course more things you can think of, so: suggest!
EDIT: this is in no way related to the current staff and will not influence it.

Jr Mod - Can warn and kick, Mods handle their appeal alongside them.
Mod - Same as Jr mod but can ban and handle appeals by themselves (the appealer can still call an admin to help though)
Sr Mod: Same as above but can lock threads and lock appeals. Do some administration work via email.
Admin: Has OP. His/her descision overrides all below.
Dev: Payed Developer
Owner: does his tang yano
Communication: ts slack and /a staff chat in game
