To be clear, I know this "he" and I believe that he was trying to use one of the default bukkit commands to do it that replicates the /me command but in white text. This happened in MCZone too.. I'd rather not say who it is though.
Bukkit isn't a collection of plugins, it's pretty much a setup for a server which allows it to get plugins. Vanilla and Bukkit are running types for servers however only Bukkit can run Plugins.
As for plugins. A plugin is simply a mod for a server, that is a pretty simple way to put it.
