I think that in order to make KoTH successful, or any gamemode that isn't Nebula for the matter, you should make all of the rotations a mixed rotation for now. After some time, then maybe segregate them by gamemode.

- More than one hill
- Enabled building
- Default ownership to a hill
- Decay of ownership
- Blitz (capture once, win)
- Default loadouts
- More nebula-oriented layout
