Possibly your Internet Service Provider being slow, or someone is sending files (like on Skype) (or at least for me when I do that it slows down my wifi).

If your ping is high to any server you connect, it's most likely your ISP ^

That pings not that bad, mine (generally) ranges from 480ms to 850ms. I got 2755ms on multiple occasions ;(
