In the reports section, all staff can see reports, from Jr Mod+. And I would presume that all staff members would be able to see forum reports as well.

If you feel uncomfortable reporting a staff member in the website, you can always contact a higher rank staff member or even some staff that you trust. They will take care of it afterwards.
As Gforce said, you can e-mail [email protected] to report a staff member, however, contacting a staff member of a higher rank of who you are reporting is a quicker option.
To report a staff member you would want to contact [email protected] or add a Sr Mod+ on skype. Remember to provide evidence.
