so i have this person that i know really Well and he is banned alot of times in the past An very long time ago if he appeals can he be unbanned or Will he stay banned forever?

You friend has been banned for excessive infractions with 4 pages of infractions, this is more than enough to warrant a permanent ban to the server.

He had many many chances and blew every last one of them.
He should have thought about the consequences before he started breaking the rules.
