I can't find the page where you answer the staff application questions. Can someone give me the link?

So you'll need this:

But where do I fill out the application? Those are just the pages explaining what I need to do. Sorry I'm confused

You create a new discussion and from there, make your application.
No-one can see your app, nor can you see anyone else's. 
Only you and the staff can see your app.
